Industrial Welfare Politics in South Korea Focusing on Policy-Making for Coal Workers with Pneumoconiosis

Abstract

|
The objective of this thesis is to explore coal workers¡¯ pneumoconiosis and institutions and politics surrounding ex-miners with pneumoconiosis focusing on a special law named the Act on the Prevention of Pneumoconiosis and Protection etc. of Pneumoconiosis Workers (hereafter APPPPW). It is expected that this study helps to understand Korea¡¯s welfare politics and industrial welfare. The contributions are shown in expanding studies of industrial diseases and industrial welfare in Korea which have not almost been conducted. To sum up, Korea¡¯s industrial welfare is characterized as ¡®little participation of trade unions and leading role of interest groups in policy-making processes¡¯ which is different from the type of social corporatism in Western states. This means that the politics in Korea is subjected to pressure group politics instead of labour politics and weakness of class politics by progressive parties in party politics and parliamentary politics. Thus, politics of industrial welfare can be understood in the context of ¡®poverty of poiltics¡¯ which results in residual welfare system.
